Some of the important supporting functions of provincial and national actors include providing overarching policies and legislated frameworks, facilitating access to financial support and mechanisms, supporting capacity building, providing guidance and standards, promoting innovation, and facilitating access to data and information, and setting up mechanisms to monitor and evaluate implementation.
